I am using internetgetconnectedstate to try to determine if my broadband connection is up and working, just prior to allowing an automated send of an email with cdo. The values returned are the same when i use this sample with or without the lan cable hooked up. Should i be using another function to get the state?

You probably connect to broadband via router. With disconnected cable modem, your computer still has local ip address, something like 192.168.0.100.
Unplug computer from the LAN, the InternetGetConnectedState will probably return an error.
I would use ping utilities, try examples 486 or 382 in this reference, or search "how to ping". Ping one or two reliable sites that you know are up, like google.com or your company's web server. If you get a response, that means you are connected.
